Les médias et la communication à l’ère du numérique, évolution globale et enjeux de regulation

On May 4, 2023, Dr. Latifa Akharbach, the President of the High Authority for Audiovisual Communication (HACA), delivered a keynote speech at Al Akhawayn University in Ifrane on the evolution and regulatory challenges in media and communication in the digital era. The talk was part of a series of international conferences organized by the university, hosting prominent figures from various scientific, economic, and cultural backgrounds.

Moderated by Dr. Kenza Oumlil, an associate professor of communication at Al Akhawayn University, Dr. Akharbach highlighted the importance of digital citizenship as a new generation of human rights, stressing the need for individual and collective right status in the new media environment. She urged for appropriate rights promotion for cyber-citizens as a shared responsibility, guaranteed by public and political authorities and respected by citizens, users, and digital actors and operators.

Dr. Akharbach also discussed the challenges of regulating media in the digital age as a public intervention that must protect society without limiting freedom of expression. She drew attention to the asymmetrical situation in regulation between traditional audiovisual media and powerful digital actors operating in a global space of unregulated digital communication.
