He was born in the Şenkaya district of Erzurum. He completed primary, secondary, and high school in Şenkaya. He completed his university education at Dokuz Eylül University, Faculty of Economics and Administrative Sciences, Department of Economics Izmir/Turkey. He got a scholarship from the Turkish Ministry of Education and went to study master's and doctorate in the United States. He received his master's degree in economics from the University of Missouri and his doctorate in economics from the State University of New York at Binghamton. During his doctoral studies, he worked as a teaching assistant in the field of International Economics. Between 1997-2000, he worked as an assistant professor at Ankara University, Faculty of Political Sciences, Department of Economics. He worked as an associate professor at Alfred University in the USA between 2000-2002. He became an associate professor in 2002 at Ankara University. He also taught part-time graduate and undergraduate courses at Başkent University, Business Administration graduate program, and Girne American and Lefke European Universities. In 2009, he was appointed as a full professor at Ankara University. He was the Head of the Department of Economics, Faculty of Political Sciences at Ankara University between 2012 and 2015. Between August 2012 and May 2015, he was the Head of the Department of Health, Culture and Sports at Ankara University. Between 2014-2015, he founded Ankara University Economic Enterprise and served as the chairman of the board of directors. He also played an important role in the realization of many cultural, artistic, and sports projects between 2012 and 2015 at Ankara University. Between 2008-2019, he was the founding chairman of the "Economic and Financial Analysis" graduate program operating under the Social Sciences Institute of Ankara University. Between 2019 and 2021, he served as a visiting professor at SolBridge International School of Business in Daejeon, South Korea. He retired from Ankara University in April 2021. He has many scientific articles and published books. His specialties are industrial organization and public regulation, monetary policy and economics, and econometrics and statistics. His research areas include defense and peace economics, housing economics, health economics, and privatization of state-owned enterprises. He likes skiing, playing tennis, table tennis, squash, racquetball, badminton, and doing mountain trekking, and plays the Turkish folk music instrument (saz) tying and block flute. He is married and has two sons.
